Guess you have already checked correct position / finetuning of the carburators "idle nozzle's". Not too sure about the correct (or legal) CO2-value, but think good working adjustment of those nozzel's will give you a CO2-value of approx. 5-6% (legal value, I believe, is ~4%).
Please don't hesitate to correct me if I'm wrong about this.
